Under the LSA Code, every lifeboat (with the exception of free-fall lifeboats) must be fitted withhooks that have on-load release capability \u2014 meaning the hooks can be released while thelifeboat is still under load (i.e., while suspended in the water). The compliance deadline for on-load release systems under IMO Resolution MSC.320(89) has long since passed (July 1, 2019),meaning all non-compliant equipment should have been replaced years ago.
Despite this, PSC inspectors continue to find vessels with improperly maintained or non-approved release gear \u2014 a situation that represents both a safety hazard and a serious regulatoryfailing.<\/p>\n\n\n\n
A compliant on-load release mechanism must be designed so that accidental release cannotoccur during normal operations. The system must allow controlled release when needed andmust be clearly operable from inside the lifeboat. Regular testing of these hooks \u2014 withoutactually lowering the lifeboat into the water in an uncontrolled manner \u2014 requires specializedknowledge and equipment.<\/p>\n\n\n\n
Annual operational tests of on-load release gear must be performed by certified personnel underthe MSC.402(96) authorized service provider framework. The five-year proof-load test of releasegear is a mandatory overload operational test that must be witnessed and certified. This testconfirms that the release mechanism will function correctly under the forces experienced duringa real emergency launch.<\/p>\n\n\n\n
Many accidents involving lifeboat release gear have resulted from crew unfamiliarity with thesystem \u2014 particularly the difference between on-load and off-load release procedures. Regulardrills and proper training documentation are essential components of a compliant safety regime.
